Metrological certificate



If we are talking about fixing traffic offenses, a metrological certificate is required. Metrological verification should be done according to the time, speed and location of the measuring device or vehicle, the violation of which was recorded.



Some types of violations do not require speed fixation. These include, for example, fixing the passage to red, prohibiting traffic signals, violation of the rules of parking and parking of the vehicle, violation of the marking and others. If your product or system does not use and does not measure speed and speed is not part of the offense, then certification and verification of this type of measurement is not required.



The research institute Test North-West is engaged in metrology in St. Petersburg, but as it turned out upon contacting this organization, the necessary tests are not included in their list of competencies or the accuracy capabilities do not meet the requirements for the solutions described in the tender documentation. The only place where you can get such a certificate is Moscow. Pay attention to the available certificates of competitors - all were received in Moscow.

Who needs to get a metrological certificate?



If you use devices that are installed in the immediate vicinity of the camera, or offer cameras or other devices of your own production that are involved in the process of fixing offenses, then you need this certificate.



It is important to mention here that even if you use a component base or other devices that already have this certificate, this does not mean at all that your final complex or heading should not receive it again.



Transport Safety Certificate and Ordinance 969



If you plan to install your device in transport, then in accordance with the legislation of the Russian Federation, you will need a certificate of transport safety. The full name of the resolution, which is discussed later and which has already managed to significantly shake the market for technical means of ensuring security, is Decree of the Government of the Russian Federation of September 26, 2016 No. 969 โ€œOn approval of the requirements for the functional properties of technical means of ensuring transport safety and the Rules for the mandatory certification of technical means ensuring transport safety. โ€ It was officially published on September 30, 2016, and six months later it entered into force, becoming a logical and expected continuation of the long work that began back in 2007.

Government Decision No. 969, as its full name implies, consists of two semantic blocks. The first describes the requirements for specific groups of TSS TB, and the second describes the procedure and rules for certification.



The decree primarily concerns persons responsible for ensuring the safety of transport infrastructure facilities and vehicles, as well as manufacturers of technical means of ensuring such security (metal detectors, video cameras, detectors, walkie-talkies, etc.).

The mandatory certification, according to the Decree, is entrusted to the following federal bodies:





After the entry into force of Resolution No. 969, identified violations of transport safety are classified as an offense, using administrative measures and issuing mandatory orders to eliminate violations. The decree provides for certification of those in operation (and the fact of violation indicates that the TSS TB is in operation) of technical equipment within 90 days, unless another date is provided for in the agreement on the provision of certification services. Correspondingly, 90 days are given to eliminate violations, as prescribed.



How is the certification?



To begin with, Decree No. 969 defines the participants in the process of mandatory certification of TSS TB. It:





Federal authorities (FSB, Ministry of Internal Affairs, Ministry of Emergencies, Rossvyaz and the Ministry of Transport) are responsible for approving certification test methods to confirm compliance of samples with the requirements of the Resolution, approve the certificate form, and organize the work on handling complaints. The subordinate certification bodies accept and consider applications, enter into agreements with applicants and accredited research laboratories, take samples of TSS TB, conduct preliminary verification and analysis, draw up, issue or revoke certificates, keep a register and consider complaints.



Testing laboratories carry out tests in accordance with the requirements of the Decree and the procedures established by federal authorities, draws up test reports. The applicant forwards to the certification body an application for mandatory certification of TSS TB, provides all the necessary documents and samples, selects the appropriate certification scheme.

The resolution defines 4 certification schemes:



Scheme No. 1 is used for certification of single samples of technical means of ensuring transport safety at the request of the applicant and provides for certification tests of individual samples taken from the applicant. The certificate of conformity is issued only for a certified single sample.



Scheme No. 2 is used for certification of a batch of technical means of ensuring transport safety at the request of the applicant and provides for certification testing of samples taken from the applicant from this batch. The certificate of conformity is issued only for a certified batch.



Scheme No. 3 is used for certification of commercially available technical means of ensuring transport safety at the request of the applicant and provides for certification testing of samples taken from the applicant and a preliminary check of production to assess the ability of the applicant to produce technical means of ensuring transport safety during the validity period of the certificate of conformity. The certificate of conformity is issued for 3 years. Certified technical means of ensuring transport safety are subject to periodic inspection control. The frequency, timing and extent of inspection control are determined by the program agreed by the certification body with the holder of the certificate of conformity.



Scheme No. 4 is used for certification of technical means of ensuring transport safety installed at transport infrastructure facilities or vehicles, at the request of the applicant and provides for certification testing of samples at transport infrastructure facilities or vehicles. The certificate of conformity is issued for a certified sample or a certified batch of technical means of ensuring transport safety installed on a particular object of the transport infrastructure or vehicle.



To obtain a certificate of conformity, the applicant shall send to the certification body, the scope of which extends to technical means of ensuring transport safety, which the applicant intends to certify, an application for mandatory certification of technical means of ensuring transport safety. And it is important to prepare a complete set of necessary documents from the first try, and the sample submitted for verification should be technically sound and checked in advance (most often errors and loss of time arise precisely because of such โ€œtriflesโ€).
