It is not known where the leak occurred, but there is speculation that this is a security service database. Judging by the format of the photos, these are pictures on the pass.

According to my forecasts, this “Russian Railways database” will appear in the public domain in the form of an Excel file and / or in the Kronos format within one to two days.

Those. even if Roskomnadzor closes access to a site that contains pages with personal data, this will in no way affect the availability of leaked data.
