Norsi-Trans, the largest Russian manufacturer of operative-search activities systems (SORM), proposed the first solution to fulfill certain requirements of the “Yarovoi law”. The Yakhont-374-Golos system appeared in the company's product catalog . This system complies both with SORM legislation and clause 2.2 of Article 13 of the Federal Law of July 6, 2016 No. 374- “On Amendments to the Federal Law“ On Countering Terrorism ”and certain legislative acts of the Russian Federation in terms of establishing additional countermeasures terrorism and public safety ”- that is, it complies with the“ Spring law ”, which obliges operators to keep voice and text traffic of subscribers.



Recall that from July 1, 2018, Internet services that are listed in the register of information dissemination organizers (RIS) are required to collect, store and provide, on request, law enforcement agencies internal correspondence of users, audio and video calls, files and other content that users exchange .



Recently, the Ministry of Telecom and Mass Communications of the Russian Federation published a draft order “On approving requirements for equipment and software and hardware used by the organizer of information dissemination on the Internet in information systems operated by him that ensure the implementation of specified actions during operational investigative activities, including storage systems” .



According to this order, the ORI services — websites, forums, social networks, postal services, file sharing services, instant messengers, and others — must “be brought into line with the requirements for equipment and software and hardware used by the information dissemination organizer on the Internet information systems operated by him, ensuring the implementation of established actions during operational investigative measures, including the storage system, technical means ensuring the implementation of actions taken during operational investigative activities, as well as information systems put into operation that are subject to the specified requirements. ”



The order has not been signed yet, but manufacturers are already guided by these technical requirements.



If to translate from the clerical language to the human, then the services from the registry of the ORI should install complexes like "Yakhont-374-Golos" that meet the requirements of the "Spring Law". Judging by the technical characteristics, it is these systems that are necessary for those services that transmit voice traffic and text messages, including cellular operators.



According to the description on the manufacturer’s website, the Yakhont-374-Golos complex includes:



  • Aggregators E1 / STM / Ethernet channels;
  • Devices for removal from communication channels of signaling, voice and video calls, text messages sent (received) by users;
  • The storage of statistical and textual information;
  • The storage of the contents of voice connections and video calls;
  • The module for interaction with the Control Point and optional transcoding of voice connections.


The system “connects to the network passively using non-destructive otvetviteli”, does not require administration and any additional settings. A round-the-clock off-line “plug and play” type of operation is provided.



Main characteristics:

  • Removal, accumulation of 6 months of alarm, voice connections, video calls and high-performance information search;
  • Access to information about connections and their content no later than 10 seconds after the completion of connections;
  • The time from receipt of the command to upload the results to the beginning of the transfer of the result to the OPMU is no more than 2 seconds for each day of the requested time interval;
  • At least 100 simultaneous tasks for information retrieval, incl. by the combination of criteria, by the text content of the correspondence, using masking symbols;
  • Automatic deletion of the accumulated data of the most senior periods of the exhaustion of disk space, cyclic recording of new incoming information;
  • The integrated subsystem of monitoring and diagnostics of the state of equipment and software, disk drives as well as removal points and streams of recorded information ensures the transmission of diagnostic information to the control panel in the current time mode.


Supports the extraction of “extremely large amounts of data without degrading the speed of the system as a whole”, processing at least 5000 criteria of the same type (OR) in one request, selecting all information on the trunking direction (signal point code), a set of points, processing composite queries with specialized logic (AND / OR, grouping conditions), search by masks using "*", "?", including the text content of messages.



The cost of such a system is not called openly. Probably, it is calculated individually in each case. “The price tag for the previous version of the Yakhont-TLF equipment starts at 1 million rubles, but this is the cheapest option for the operator, which has about 500 subscribers. On average, the introduction of this equipment costs the operator at the rate of 3000 rubles. for one subscriber, but discounts are often made to large operators because of the “wholesale quantity”. In the case of “Yakhont-374-Golos”, the price may be several times higher, ”a top manager of one of the telecommunications companies explained in a comment to RBC . In Russia, 254.3 million active SIM cards are registered. You can roughly estimate the costs of the industry.



Now, according to the results of the negotiations, cellular operators and Internet companies can more accurately assess their costs for implementing the “Law of Spring” and, accordingly, to what extent they need to raise tariffs for cellular communications or look for other ways to compensate for expenses. According to previous estimates, the costs of operators for the installation of equipment will range from 4.5 trillion (estimated by the FSB and the Ministry of Communications and Mass Communications) to 17.5 trillion rubles (estimated by the Russian Union of Industrialists and Entrepreneurs). Perhaps now the estimates will be revised based on the real cost of the equipment.



Experts note that the system "Yakhont-374-Golos" does not fully comply with the requirements of the "Spring Law". It provides storage of voice traffic and text messages, but not all Internet traffic.



Until July 1, 2018, there is not much time left, and telecom operators have already expressed the opinion that in such a short time they will not have time to deploy the infrastructure and install the equipment. It seems that everything goes to the fact that the requirements of the implementation of "the law of Spring" will be postponed to a later date.



There is also a winning side in this story - these are equipment manufacturers for wiretapping, who cooperate with the FSB and have the appropriate licenses. Now they are provided with billions of orders for years to come.
