How did one of the most anticipated events in Russian telecom go?

image

That was the last annual conference of Russian Telecom Operators. The second visit to Sochi turned out to be impressive, but only the participants can objectively judge the past event. This year, one of the most significant events in the Russian telecom gathered 618 participants from 274 companies representing 138 cities of Russia and the countries of the post-Soviet space. Under the cut about how it was.

Arrival of participants is a responsible stage, because it is here that participants receive first impressions of the conference and unwittingly assess the level of organization. At CROS 2017, our entire team worked smoothly, like an engine in a German premium car.

Those who have already been at past conferences in the course how the presentation of the event is arranged. As a rule, this is a 15–20 minute presentation by the speaker, and upon completion a bunch of questions from the audience are heard. In places, hot verbal battles flare up.

This year, as an experiment, the format of the report was slightly changed. The speakers spoke in thematic blocks of several people, and then in a format resembling a classic press conference, they answered questions from the audience. This format significantly revived the situation in the hall.

To get acquainted with the topics of reports, open the spoiler.

Report Topics
We paid great attention to the selection of speakers, since they constitute the core of the core, around which all the other parts of the conference gather. Applicants, as mentioned earlier, were considered and approved by the program committee.

Galushko Dmitriy (OrderCom)

image

It should be noted that Dmitry is not only the oldest speaker of the conference, but also the regular author of the portal nag.ru. This year, it was him who had the honorable role of opening the business part of the conference with the report Regulatory Risks of Telecom Operators . Thesis, the report was as follows:

Tightening:

- SORM-2/3, Z. Yarovoy, Agent Snitch (50-100K per day),

- Wi-Fi is not an identification,

- Personal Information,

- OFD,

- vozdushki.

Simplify:

- Benefits for SMEs,

- lack of scheduled inspections for law-abiding,

- increase to 120 million threshold for the administration of USN,

- a simplified system of judicial protection,

- sharing of the RF spectrum,

- public private partnership.

Semenovskikh Mikhail (Norsi-Trans)

image

Mikhail was highly appreciated by the participants of CROS-2016, so he could not avoid an invitation to CROS-2.0-17. And he kindly agreed to give a report on the Transformation of SORM: No. 374-FZ and the practical realities of the national economy , the essence of which can be briefly described as follows:

- Practice: Order No. 83 and IS ORM DB,

- OTP TOB and the quality of information

- OTT and SORM: transformation of voice communication services,

- PP RF β„–575 - PKD and the practice of IS ORM BD,

- Draft requirements for the implementation of the β„–374-FZ - so what's inside?

- Practical circuit design implementation β„– 374- for a communication operator,

- β„–374-: the cost part in practice in NT solutions,

- Sources of cost savings on SORM operator.

Mikhail was asked a lot of questions from the audience, and on the whole there was an impression that next year the audience would be waiting for him - already traditional - to perform just as he was waiting for the reports of Dmitry Galushko and Anton Bogatov.

We asked Mikhail to give a brief assessment of the conference from the point of view of the speaker and he kindly answered our request.

Minakov Vladislav and Alexander Veklich (FSUE RFC CFA)

image

We contacted Vladislav Minakov literally a few days before the conference. And they were pleasantly surprised how quickly issues can be solved even in the state structure, if they are engaged in a caring and energetic person. For example, it quickly became clear that the topic, which we asked Vladislav to highlight, would turn out to be much deeper if we invited Alexander Veklich for this. What we did.

Vladislav and Alexander brought a report to the conference on the description of the AS β€œAuditor” and interaction with telecom operators . Technical nuances.

- Description of the algorithm of the AU "Auditor",

- Description of technical problems in blocking prohibited Internet resources,

- How does the AUDITOR Auditor check such records,

- Recommendations to service providers for solving these problems.

You can discuss the report of Vladislav and Alexander in the relevant topic on the forum.

Kozlyuk Artyom (RoskomSvoboda)

image

Artyom is well known to the communications community, not only for its energetic activities on the Runet, but also for its constant activity in one of the oldest topics of our forum. By agreeing to come to CROS-2.0-17, Artyom brought a report on the impact of state regulation of the Internet space on the Internet industry: realities and forecasts with the following theses :

- A brief overview of the current legislation in the field of Internet and IT,

- Risks from law enforcement for the development of Internet business in the Russian Federation, incl. in the provision of services,

- Forecast of the development of legislation, threats to the industry and users,

- Methods to protect the rights of Internet businesses and their customers.

You can discuss Artyom's report and ask him questions here.

Leontyev Aleksey (OAO)

image

Alexey’s presentation on antitrust and legal disputes over tariffs and access to cable ducts, as well as attics and basements of residential buildings: how we learned to win , found response from many conference participants, which we repeatedly heard later on the sidelines.

Alexey urged the operators not to be afraid to defend their interests in court, since this is the only way to combat the inertia of bureaucratic systems that are unable to take steps towards telecommunications services on their own.

In addition, the report sounded interesting facts and figures related to the anti-monopoly struggle of the association of St. Petersburg operators against the dominant position of Rostelecom.

Alexey honestly said that they lose a significant number of courts, but success cases give hope and confidence that the struggle of operators for their rights is hopeless.

Discussion report Alexei Leontiev.

Anton Bogatov

image

Traditionally, Anton Bogatov opened all our conferences, but this year we decided that the master of jurisprudence should put his report on how to draw a line under the entire legal bloc. And not lost.

Anton made a report on contracts and problems that occur in contracts , and kept the audience from the beginning to the end.

Since the state is playing an increasingly large role in the work of any operator, Anton explained how important it is to correctly and accurately draw up contracts - after all, it is for them that the auditors will study the company's activities. And if some nonsense is written there, the conclusions will be made appropriate, and with indispensable consequences.

In addition, the most experienced lawyer voiced ten points that should certainly be remembered when drawing up any contract.

Discuss the report by Anton Bogatov.

The next set of reports was dedicated to IPTV / OTT content and services. And opened it:

A drop in the sea of reports, round tables and business negotiations on the sidelines of CROS was the entertainment part of the conference. Despite the fact that entertainment is given a minimum of time compared to the business part of the event, they are worth mentioning. And this year there was a lot of interesting things: mini-football, racing in toy cars, guitar evening, performances of musicians, video games, billiards and tennis, fire shows and fireworks ...

As Dmitry Galushko noted when opening the conference:

Spirit KROS saved. This is good news! There is a backlog of development in the future. Keep it up!

And it really can not but rejoice. At the end of a few more photos, in order to feel the situation in which is one of the most ambitious events in the telecommunications of Russia.
